[test cleanup] touch_TouchscreenScroll fails consistently on buddy

Test never passed.
Failure reason - No touch event was seen!

It is not isolated DUT in lab - many boards are failing - https://screenshot.googleplex.com/UAczvQfx1e3

Possible issues:
- touch input files are wrong
- buddy non-touch DUTs are tested(wrongfully labeled)


Action Items:
- run tests locally
- find DUTs in lab where test passes
- re-generate input files

Status: Verified (was: Untriaged)
The test looks good now. Only occasional flakes. Same hosts are passing the test.
