message_compiler.py expectations files need updating for 10.0.17134.0 SDK

Issue description

Starting at crrev.com/c/1066130 Chrome now builds with the 10.0.17134.0 (April 2018) Windows SDK. Therefore the version check in build\win\message_compiler.py need to be updated - currently no checking of the results is being done. The expected results will also need to be updated.
