[Talkback] Talkback reads page title with an appended suffix "WebView"

Issue descriptionSteps to reproduce the problem: Pre req : Enable Talk Back ON 1. Open any website in chrome browser 2. Swipe to select full page by talkback cursor 3. Observe webpage title read by Talkback What is the expected behavior? Talkback should read page title. Ex. Website: developer.android.com page title: "Android Developers" Talkback should read "Android Developers" What went wrong? Talkback reads "Android Developers WebView" Did this work before? Yes 63.x Chrome version: 67.0.3396.87 Channel: stable OS Version: 8.0.0 Flash Version: Same behavior observed in Android application as well for all Webview UI.

Tested the issue on Android and able to reproduce the issue. Steps followed: 1.Navigated to developers.android.com 2.Swiped to select full page by talkback cursor 3.Observed that talkback reads title as 'Android Developers WebView' Chrome versions tested: 60.0.3072.0, 67.0.3396.87(Stable), 69.0.3486.0(Canary) OS: Android 9.0 Android Devices: Pixel XL This seems to be a Non-Regression issue as same behavior is seen since M-60.
