[Tracking bug] Remove usages of scramble_message_ids=false introduced by nacl prebuilts

There are 7 instances of scramble_message_ids=false (with comments that reference this bug number).

When nacl is removed, these should be removed to reintroduce message ID randomization.

There now should be only 3 instances referencing this bug.

Status: WontFix (was: Untriaged)
NaCl prebuilts are not being introduced, so this bug is no longer necessary.
