CSS writing-mode and direction should be non-animatable

Issue description

The writing-mode and direction CSS properties are currently animatable in a discrete way.

But the CSSWG resolved that they shouldn't be animatable at all in order to simplify animating logical properties. See https://github.com/w3c/csswg-drafts/issues/2751

Firefox is doing this change in https://bugzilla.mozilla.org/show_bug.cgi?id=1473779

What steps will reproduce the problem?
(1) Use writing-mode or direction in @keyframes

What is the expected result?
They animate discretely.

What happens instead?
They shouldn't animate.
