Downloaded file disappears from the downloads shelf

Issue description

Chrome Version: (copy from chrome://version)
OS: Mac 69.0.3483.0

With chrome://flags#upcoming-ui-features enabled.

What steps will reproduce the problem?
(1) Download a file. 
(2) Download shelf appears with the file.
(3) Open a new tab, 
(4) The file disappears from tjhe drawer
(5) Hover over the area and it appears again. 

What is the expected result?
File does not disappear

What happens instead?
File disappears from the drawer, but reappears when hovering over the space where it should be.

Unable to reproduce the issue on reported chrome version #69.0.3483.0 and on latest canary version #70.0.3517.0, by using Mac OS 10.13.6, Ubuntu 17.10 and Windows 10 following below steps.

Steps:

1.Launch chrome.
2.Enabled the flag #upcoming-ui-features .
3.Logged into Drive and downloaded a PDF file.
4.Opened a new tab, could observe that the file is present in the download shelf.
Attached screen-cast for reference.

Hence removing Needs-TestConfirmation label as issue is not reproduced from TE-End.

Weird! We do have a video, so this indisputably happened at some point. Maybe a GPU texture issue or a layer ordering problem?
