Regression : List of Wi-Fi Networks is seen missing in 'Connect to network' screen and Uber Tray

Issue description

Chrome Version: 69.0.3480.0/10850.0.0 dev channel  Kip, Minnie & Wolf
OS: Chrome

What steps will reproduce the problem?
(1)Recover build -> In OOBE screen click on 'Let's go' which navigates to 'Connect to network' screen
(2)Observe for list of Wi-Fi Networks and also observe at Uber Tray
(Please refer Video and Screenshot)

Expected: List of Wi-Fi Networks should be seen in 'Connect to network' screen and Uber Tray
Actual: Instead  list of Wi-Fi Networks is seen missing

This is Regression Issue as same is working fine in 69.0.3480.0/10849.0.0 dev channel  Kip

Facing same issue on M69_10851.0.0 build.

Workaround : Use Ethernet connection.

The change referenced in comment 3 has been reverted, so this issue should be resolved for now. Let me know if that is not the case.
Oops, didnt realize the revert (CL:1128682) hadn't landed yet, but the issue should be fixed when it does.
Reverted CL landed in 10861.0.0/69.0.3480.0 and able to connect through WiFi
Can we remove the RBD label now that the fix has landed and is verified? Or mark the bug as fixed?

I have upgraded to 69.0.4580.0 - and I am still not able to see any Wifi networks =(.
69.0.3480.0 is the Chrome browser's version that tells us little info.
You may want to check your Chrome OS version. 10861.0.0 should include the revert.

Fixed on my end. Internet works fine.

wpa_supplicant: give shill user DBUS permissions

Allow shill user to receive signals on fi.w1.wpa_supplicant1 interface,
which is necessary for scanning for wifi networks.

BUG= chromium:860659 ,chromium:861725,chromium:649417
TEST=manual test with dbus-monitor and connecting to wifi, no more
AccessDenied errors during system-wide DBUS scan
