What steps will reproduce the problem?
(1)Recover build >> Sign into user >> Flip the device vertically
(2)Launch chrome >> Open 2 tabs >> Drag a tab into separate window and observe  


Actual: Unable to drag a tab into separate window when device is vertically flipped.
Expected: Should be able to drag a tab into separate window when device is vertically flipped also.

This is a Non-Regression issue as seen from M-62

Note:
1.Issue is also seen for when device is horizontal
2.Able to drag a tab into separate window when device is Normal mode.
