Video controls are sometimes hidden in fullscreen

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.3; Win64; x64⁡‫‮‪⁣‭᠎⁢⁤‬) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.87 Safari/537.36

Example URL:

Steps to reproduce the problem:
1. Create a webpage and put video inside it
2. Hide video controls
3. Go to fullscreen
4. Try to show video controls again

What is the expected behavior?
Video controls should be shown.

What went wrong?
Sometimes controls are shown and sometimes aren't. It seems to happen randomly.

Did this work before? N/A 

Is it a problem with Flash or HTML5? HTML5

Does this work in other browsers? Yes

I'm currently unable to assemble a minimal and reproducible test case. If I succeed to construct a test case or even record the bug using screen recorder, I'll open a new issue.

I'm sorry for reporting this issue without proper steps to reproduce and without minimal test case. I'm still unable to create a simple script that reproduces the issue, so feel free to close this. If I manage to obtain a test case, I will open a new issue with more details, brief steps and a screencast.
