Crostini crash when dragging tabs in VS Code

Crostini causes chrome to crash when we do the following in VS Code:

1. Open VS Code in full screen mode
2. File > New File
3. Drag the new file tab.

Chrome crashes. I suspect dragging the tab creates a new window and possible confuses Crostini shelf code?

I was able to reproduce this with a few day old build but with TOT build it stops being able to reproduce.

My ChromeOS is updated now, but this issue occurs again.

I was able to reproduce this in 10866.1.0 but it was resolved after apt update/upgrade.
