Tabs Don't Change Color Per Website Like In Android

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3481.0 Safari/537.36

Steps to reproduce the problem:
1. go to google.com (Tab Color is white (should be greyish))
2. go to youtube (color is still white, should turn to red)
3. etc...

What is the expected behavior?
Tabs and the Rest of the UI should change Colors Based on the Site I'm browsing Similar to Android's Browser 

What went wrong?
The Colors Only Change using a theme 

Did this work before? No 

Chrome version: 69.0.3481.0  Channel: canary
OS Version: 10.0
Flash Version: 

But if The Feature Isn't Available now At least Let us Develop an extension That does This like Envify for Firefox
