Slack is discarded when in the background

Issue description

Chrome Version: 69.0.3482.0
OS: All desktop
With #proactive-tab-freeze-and-discard enabled in chrome://flags

What steps will reproduce the problem?
(1) Navigate to Slack.
(2) Open a new tab so the Slack tab is in the background.
(3) Wait for 6 hours.

What is the expected result?
Slack is not discarded. If someone sends a message, the tab title is updated.

What happens instead?
Slack is discarded. Messages are no longer received.

Note that Slack is able to update its title 
 
Status: Fixed (was: Assigned)
For Chrome 69.0.3497.4+, we should record in the local database that Slack is communicating with the user when it is in the background by updating its title and favicon, and should therefore not be frozen or discarded. We should see "Origin is temporarily protected while under observation" or "Origin has been observed updating favicon/title while backgrounded" when hovering the X next to the Slack tab on the chrome://discards page.
