Thanks for filing the issue!

Able to reproduce the issue on reported chrome version 68.0.3440.42 and on the latest canary 69.0.3486.0 using Mac 10.13.1, windows 10 and Ubuntu 14.04.

As the issue is seen from M60(60.0.3112.0) considering it as Non-Regression and marking it as Untriaged.
Note: Tentatively adding component "Blink>Forms>Text", please change if this isn't apt.
Components: -UI -Blink>Forms>Text Blink>Editing
This is not a wrong behavior.
In RTL mode, new text proceeds in right-to-left direction unless strong LTR characters are inserted. So the text caret is on the left side of the existing text.
Inserting strong LTR characters like Latin alphabet is an exceptional case.
