device losing enrollment

Issue description

ChromeOS version: 65.0.3325.209
ChromeOS device model: Google_Bob.8785.242.0
TPM Version: 	d65d21601a68fe6
Case#: 15869111

Description: 
The customer reported us and they had an issue with unexpected re-enrollment 3 times on some managed Chromebook devices.
They found 2 Chromebooks are being affected and Welcome! message is appeared and those devices were unexpectedly re-enrolled with no outstanding action.

I've checked the logs and could not find any EXT4 errors ( crbug.com/832204 ) 
or "tpm_tis tpm_tis: Unable to read header" ( crbug.com/810716 )
as per https://bugs.chromium.org/p/chromium/issues/detail?id=810716#c53 this devices are not strago family

the customer around the end of may wiped and upgraded the Chromebook to M64 via recovery

I've found this Crash:
