Enterprise enablement/management of crostini

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 10820.0.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3473.0 Safari/537.36
Platform: 10820.0.0 (Official Build) dev-channel eve

Steps to reproduce the problem:
1. Log in to the admin console at admin.google.com

What is the expected behavior?
As this is a beta feature, I don't expect it to be in the panel (although it would be nice). The reason I bring this up, is the android app toggle was in the admin console in beta.

What went wrong?
I have created an OU within my GSuite domain called "Chrome & Android Devs", for less restrictions on developer devices. These users are automatically put on the Dev channel, and I have put my pixelbook in the OU to test it out. Unfortunately, I cannot access or enable the crostini features when the pixelbook is enrolled. Is it possible to work around this?

Hopefully there will be a toggle similar to adding android support. Is this out of the scope of the chromium project, since it involves the admin console?

I appreciate the development work, ChromeOS is a great alternative to Windows for managed devices.

Max, please take a look.
Adding to the above, I have confirmed that it still does not work when I add other users (not in the domain) on the same device.

I find it strange, because my build string contains "...--enable-features=Pepper3DImageChromium,PointerEvent,EnableBackgroundBlur,InstantTethering,Crostini,ExperimentalCrostiniUI..."

The commands usually used to access crostini in crosh are also unavailable.

Is there a plan for enterprise users to have this feature once crostini is stable? If not that's fine, I just want to know whether to have the developer devices deprovisioned.
I have confirmed that domain users can access the feature, but the chromebook cannot be enrolled in chrome enterprise.
Crostini just hit Stable.  Any update on Enterprise Policies?
