Unnecessary focus stays on Avatar, even after navigating to any Tab/Page.

Issue description

Chrome Version : 69.0.3482.0 (Official Build) f55a011c2fd928ccc84df796152c2046a33c8e32-refs/branch-heads/3482@{#1} 64 bit
OS: MAC (10.14.0)

Steps to reproduce:
1.Launch chrome and click on Avatar.
2.Observe Focus of Avatar.

Actual:Unnecessary focus stays on Avatar, even after navigating to any Tab/Page.
Expected:Focus should not stay on Avatar after navigating to any other Tab/Page.

This is non-regression issue broken in ‘M-60’.

Note:Issue is MAC(10.14.0) specific.

As this being a Non-Regression issue, changing the status to Untriaged so that the issue would get addressed.

I don't see a bug in the attached video - the profile switcher gains a clicked effect when clicked, then loses it again when not clicked. It's not meant to be invisible. I think this is WontFix.
