Non-Regression: Blank drop down is seen when random text is given in Manufacturer/Model in Add Printer overlay

OS: Chrome OS

What steps will reproduce the problem?
(1)Launch chrome >> Open chrome://settings/cupsPrinters page >> Add Printer
(2)Go to 'Select a printer Manufacturer and model overlay
(3)Enter some random text and observe(Please refer video)

Actual: Blank drop down is seen when random text is given in Manufacturer/Model and also it remains open when that text is deleted.
Expected: Instead of blank drop down, some error message like no search .. found should be seen.

This is Non-Regression Issue seen from M-62

I think this is a fair request to update, but a low priority for now. I've updated and removed target milestone.
