Address bar dropdowns opened on wrong monitor when chrome spans multiple monitors

Reported by manuel.f...@gmail.com, Jul 5

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.99 Safari/537.36

Steps to reproduce the problem:
1. Open chrome in windowed mode
2. Resize the window to span multiple monitors so that the bookmark icon of the address bar is on the right monitor but more than half the window is on the left monitor (multi monitor setup required)
3. Click the bookmark icon in the address bar

What is the expected behavior?
The "Bookmark added"-dropdown should be opened directly below the the bookmark icon

What went wrong?
The "Bookmark added"-dropdown is opened at the beginning of the address bar

Did this work before? N/A

Chrome version: 67.0.3396.99 Channel: stable
OS Version: 10.0
Flash Version:

This also affects other icons that can show up in in the address bar, such as the zoom-icon that appears after zooming in/out or the location tracking icon that appears when a page is using your location.

Unable to reproduce the issue on reported chrome version 67.0.3396.99 using Windows 10 . Attaching screencast for reference.
Steps:
---------
1. Launched reported chrome
2. Enabled multi monitor setup on windows 10 and enabled windowed mode
3. Clicked on the bookmark icon in the address bar
As we are observed that the ""Bookmark added""-dropdown is opened correctly .

@Reporter: Could you please review the attached screen-cast and confirm if anything being missed here and can you verify this issue with fresh profile that is not having any extensions and apps or reset all the flags.

Thanks.!

phanindra.mandapaka@, it looks like you tested with two separate windows, one on each monitor. I believe the original reporter is asking to have a single window span multiple monitors. Can you please try again?
