What steps will reproduce the problem?
(1)Sign into user >> Open chrome://settings/display >>go to Night Light section
(2)Select 'Custom' from the drop down of Schedule and observe the timer slider
Actual: Weird struck is seen in opening the Schedule slider of Night Light section to Customize
Expected: No struck should be seen.There should be smooth opening/closing to Customize Night Light scheduler
This is a Non-Regression issue seen from M-69
