[LayoutNG] More fast/multicol test cleanup.

Skip an additional test because of bug 450202. That's a legacy bug, and the
test depends on it, so there's no way it will pass in NG.

One test was already skipped because of bug 850504. Just moved it up to the
other tests that are skipped because of that "bug".

There is now only one remaining test to fix for multicol, that has to do with
absolute-positioning (not multicol related, the multicol-less ref fails). Filed
a bug.
