Issue descriptionChrome Version: 69.0.3482.0 (Official Build)Revision f55a011c2fd928ccc84df796152c2046a33c8e32-refs/branch-heads/3482@{#1}(32/64-bit) OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.12.6,10.13.1,10.13.6) What steps will reproduce the problem? (1) Launch chrome, Navigate to https://www.google.com/ (2) Now click on 'View site information' button in omnibox and then click on 'site settings' (3) Now scroll down the page and click on 'Reset permissions' and then press 'Esc' key,observe Actual: Grey focus highlight is not seen on 'arrow' icon of 'Reset permissions' after pressing 'Esc' key to close overlay Expected:Grey focus highlight should be seen on 'arrow' icon of 'Reset permissions' after pressing 'Esc' key to close overlay This is a Non-regression issue seen from M-62 series build #62.0.3181.0 Note: Issue is also seen on M-67 Stable (build # 67.0.3396.99), M-68 Beta (build #68.0.3440.42) and M-69 Dev (build #69.0.3472.3)

Need to add a 'close' handler on that dialog and focus the appropriate button. See example at [1]. Also, it seems that the dialog is missing a title text, and only has a body text.
