What steps will reproduce the problem?
(1) Focus omnibox and start typing
(2) Suggestions menu appears
(3) Try to select the second suggestion by hitting the down-arrow key.

What is the expected result?
Second result in suggestions list is selected.

What happens instead?
Suggestions list is closed, omnibox is cleared, document gains focus.
