views_perftests no longer updating on any platform

It was taken off Linux due to an xvfb dependency that the linux perf bots took a disliking to (Issue 811766)

But it stopped getting updates from chromium-rel-win10 around 2018-06-21
and it stopped getting updates from chromium-rel-mac12 around 2018-05-31

so chromium-rel-mac12 no longer exists, we are running views perftests on mac-10_13_laptop_high_end-perf.  

The chromium-rel-win10 was renamed to Win 10 Perf https://chromeperf.appspot.com/report?sid=1627a1556108afc14845afbbbb3d718542278534032fa4f8c60aced7f121cc6c

Ahh, thanks for that! (those only show up after Signing in - good to know).

Now we can see ccameron's radical 10x perf improve
