[MacViews] Hovered tab doesn't lose focus when switching to another Application

Issue description

Chrome Version: Canary 69.0.3481.0 
OS: macOS 10.13.5 

What steps will reproduce the problem?
(1) Open some tabs in a window
(2) Hover over a background tab
(3) Now press CMD-Tab and switch to another Applicaton, e.g. Finder

What is the expected result?
Hovered tab should lose focus.

What happens instead?
Hovered tab has still focus.

A screencast is attached.

(Works fine in Cocoa-Mode.)
