CMD+Tilde ("move focus to next window") broken in fullscreen mode (CMD+Sift+F) on MacOS

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_5) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.99 Safari/537.36 Steps to reproduce the problem: 1. launch two Google Chrome windows and enter each one into fullscreen using CMD+Shift+F. 2. Attempt to switch between them using CMD+~ (or whatever your binding for "move focus to next window" is). What is the expected behavior? Focus is switched from one Chrome window to the next as if the windows were not in fullscreen mode. What went wrong? Nothing happens. Did this work before? N/A Chrome version: 67.0.3396.99 Channel: stable OS Version: OS X 10.13.5 Flash Version: This is a clone of issue #131929 from 2012 that was archived in 2015 due to inactivity, the reason for cloning being that I'm not confident responding to the archived issue alone will generate any attention given its archived status. My apologies, it's a MacOS limitation of all fullscreen apps that I wasn't aware of, not a Chrome issue. For other Mac users who end up here: you can navigate all windows—fullscreen or not—with Ctrl+larrow/Ctrl+rarrow or three-fingered horizontal swipes.
