Honor a theme's tile-title-color in custom links' font color

Issue description

Chrome Version: 69.0.3481.0 (Official Build) canary (64-bit)

In M67, set theme to Black Red Shards: https://chrome.google.com/webstore/detail/black-red-shards/jpjlkkaalgfbbegfnjoclhfidancjpch?hl=en

Observe that the theme sets --tile-title-color: #ff0000, which alters the color of MV tile titles.

Perhaps this could carry over to custom links text for the theme? We currently don't know if a theme background is dark, so we can't apply a default white font color.
