Use consistent tooltip styling for voice icon in local & remote NTP

Issue description

Chrome Version: 69.0.3481.0 (Official Build) canary (64-bit)
MacOS 10.13.5

The fakebox voice icon tooltip is inconsistent between local and remote NTP (see attached screenshots). The remote tooltip is consistent with google.com styling.

This is not a regression in M69, it's also found in 67.0.3396.99 (Mac)

Joel - any update?
I would prefer using the local NTP style assuming we aren't designing a new one...we would be leveraging native hover UI for this right?

Yes, I believe that's from the native hover UI.

Since we're migrating to local anyway, I'm going to close this bug - we'll eventually have a single style, and it'll be the local NTP style.
