FR: Hide "Import Bookmarks" promo until a bookmark is added

On the FRE for a new profile, the bookmarks bar shows the text: "For quick access, place your bookmarks here on the bookmarks bar."

FR from ainslie@: "It shouldn't be a permanent promo on the NTP until you add a bookmark or import ..."

From what I can tell, this is added here as instructions_:
