[AF dropdown] Spacing between the border and the first should be 8px on Windows

Issue description

Chrome Version: M69
OS: Windows

Current spacing is 4px, should be 8px. The value is correct on Mac.

[AF] Use vertical padding from the layout provider in the AF dropdown

The new value is consistent across platforms and is according to
MD2 spec.
