Making it a P1 to get attention. I don't know how serious this is. Re-prioritize as needed.

Summary: Date problem with some values: In 1963, Rome (was: Date problem with some values)
This is WAI. In 1963, Europe/Rome has a different timezone offset than today.

In 1963, Europe/Rome was UTC-1 year-round (no DST). See
https://www.timeanddate.com/time/zone/italy/rome .

Firefox does not teke into account that historical offset.
