What steps will reproduce the problem?
(1) Add any light theme(say https://chrome.google.com/webstore/detail/%D0%BC%D0%B0%D0%BB%D0%B5%D0%BD%D1%8C%D0%BA%D0%B8%D0%B9-%D0%B2%D0%BE%D0%B4%D0%BE%D0%BF%D0%B0%D0%B4/fjmpmheefpadfkjkkeeeanlkhdlpmeom)
(2) Hover on "x" icon of focused tab and observe
(3) Hover on omnibox and observe

Expected: Focus on "x" should be seen and color of omnibox and tabstrip should be distinguished.

Actual: Instead focus highlight on "x" button is not seen and there is no color difference between omnibox and tabstrip.

NOTE: Issue is not seen on disabling Md-Refresh
2. Issue is not seen in M-67, Issue is seen in M-68 and M-69.
