Query append control is showing up when it shouldn't

1. Focus Omnibox
2. If NTP, type a character, if not, observer zero-query suggestions
3. Notice how they ~all have said append control

I think we determined this is an upstream problem afflicting all of canary last time we spoke.

It was intentionally enabled in https://chromium-review.googlesource.com/c/chromium/src/+/1033714 - see  crbug.com/679083  

Therefore I believe this is WAI.
