[MdRefresh]: Hover bubble remains on "+" symbol in tabstrip |

Issue descriptionChrome Version:69.0.3481.0 OS: Win10, Mac OS 10.13.3, Debian What steps will reproduce the problem? (1) Launch chrome and click on "+" icon(do not move mouse after clicking) and observe hover focus on "+" icon in tabstrip Expected: No focus should remain on "+" icon. Actual : Focus remains on "+" icon untill we move the mouse. NOTE: This issue is seen from M-60 builds, but issue is apparently seen with Md-Refresh enabled.
