Weird animation is seen when multiple tabs are closed

Issue description

Chrome Version: 69.0.3481.0 (Official Build) Revision 1256f448450290ca3d700e80543015dc6f028656-refs/branch-heads/3481@{#1}(32/64-bit)
OS: Windows(7,8,8.1), Linux(14.04) OS

What steps will reproduce the problem?
1.Launch chrome, open at least 4-5 tabs.
2.Now right click on the first tab and click on 'Close other tabs' option and observe.

Actual  : Weird animation is seen when multiple tabs are closed. 
Expected: Closing of multiple tabs should be smooth.

This is a non-regression issue, seen from ‘M-69’

Note: This issue is not reproducible on Windows 10, Mac(10.12.6, 10.13.1, 10.13.5, 10.13.6) OS.

Reporter, can you clarify what's weird/non-smooth about the animation in the video in comment 0?  It looks OK to me, and in general, it looks fairly similar to the animation in older versions.

Update w.r.t. comment #4,

Observed that in earlier builds i.e before 69.0.3473.0 when multiple tab were closed at the same time a sliding effect of tabs was seen towards left which is different than the behavior from 69.0.3473.0 where we can see individual tabs getting closed.

Pardon me if this works as intended.

In testing Dev (which is build 3472, so earlier than comment 5), I see the same sort of "all tabs close in-place" behavior.  So I can't reproduce the report that things were sliding left before.

I think the animation looks OK regardless, so I'm going to go ahead and close.
