Regression : Text on bookmark bar is seen faint.

Issue descriptionChrome version : 69.0.3479.0 (Official Build) 4bd5a86d51d03f2c430547762c7a25a1a7946720-refs/branch-heads/3479@{#1}(32/64-bit) OS :Win(7,8,8.1,10), Mac(10.12.6 , 10.13.1 , 10.14, 10.13.6) OS Steps to reproduce: 1. Launch chrome and open NTP. 2. Bookmark NTP page and add folder on bookmark bar. 3.Observe folder name and show Apps text on bookmark bar. Actual Result: Text on bookmark bar(i.e Apps/Any folder name/Bookmark page) is seen faint Expected Result: Text on bookmark bar should not be seen faint. This is a regression issue broken in ‘M-69’ and will soon update other bisect info. FWIW I don't think GG800 or GG900 is unreasonable in this surface. It's currently GG700.
