What steps will reproduce the problem?
(1)Go to chrome://settings/cupsPrinters page 
(2)Hover the mouse pointer (L.H.S)beside ADD button and observe 

Actual: Unwanted I-beam pointer is seen beside ADD button while hovering the mouse pointer
Expected: No such unwanted I-beam pointer should be seen beside ADD button while hovering the mouse pointer

This is a Non-Regression issue seen from M-62

Note: Issue is not applicable to Linux,Windows OS
