Regression: Present tabs doesn't resize after closing other tabs

Issue descriptionChrome Version : 69.0.3481.0 (Official Build) Revision 1256f448450290ca3d700e80543015dc6f028656-refs/branch-heads/3481@{#1} (64 bit) OS: Mac (10.14) Steps to reproduce: 1. Launch chrome and open NTP's (at least 15). 2. Now close any NTP except the last NTP and Observe. Actual Result: Present tabs doesn't resize after closing other tabs. Expected Result: Present tabs should resize after closing other tabs. This is a Mac specific Regression issue seen from M-62 series, providing the bisect info below: Good Build: 62.0.3180.0 (Revision: 492770) Bad Build: 62.0.3181.0 (Revision: 493197) You are probably looking for a change made after 492971 (known good), but no later than 492972 (first known bad).
