"No incognito tabs" briefly displayed when entering the TabGrid

With UIRefresh flag enabled

What steps will reproduce the problem?
(1) Cold start the app with only one normal tab.
(2) Open an incognito Tab using the tools menu
(3) Open the tab switcher

What is the expected result?
The "No Incognito Tabs" string shouldn't be visible.

What happens instead?
The string is very briefly visible.
