Permission prompt shouldn't be able to appear on top of the omnibox drop down

What steps will reproduce the problem?
(1) Open permission.site
(2) Trigger a permission prompt (e.g. location)
(3) Focus the omnibox and start typing so that the omnibox drop down appears

What is the expected result?
The omnibox drop down should appear on top of the permission prompt so users can see it while they type.

What happens instead?
The permission prompt appears on top of the omnibox drop down.

This is not a regression and it doesn't seem particularly severe to me, so I'm reducing the priority to 3.
