The ClientTagBasedModelTypeProcessor should pull the data from the ModelTypeBridge

Currently ModelTypeBridge pushes data for local changes to the
ClientTagBasedModelTypeProcessor in Put().

Instead, the processor should pull the data on demand when nudge for 
commit arrives.
