Regression : Vertical scroll bar is not seen on chrome://bookmarks page.

Issue description

Chrome version: 69.0.3481.0 (Official Build) Revision 1256f448450290ca3d700e80543015dc6f028656-refs/branch-heads/3481@{#1}(32/64-bit)
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.12.6,10.13.1,10.13.6)

What steps will reproduce the problem?
1. Launch chrome,navigate to chrome://bookmarks 
2. Now zoom in page to 500% and click on 'Organize' button on top RHS to open list,observe 
 
Actual: Vertical scroll bar is not seen on chrome://bookmarks page after page is zoom in to 500%
Expected: Vertical scroll bar should be seen on chrome://bookmarks page after page is zoom in to 500%

This is regression issue, broken in ‘M 61’ and below is the bisect info :
Good build: 61.0.3148.0  (Revision: 484022).
Bad build: 61.0.3149.0 (Revision: 484159).

You are probably looking for a change made after 484078 (known good), but no later than 484079 (first known bad).
