Closing chrome incognito tab not dismissing the notification icon.

Issue description

Filing this issue from buganizer - b/111082137

What steps will reproduce the problem?
1. Flash the device with PD1A.180702.001 user build. Finish setting up the device.
2. Device has no outstanding notifications.
3. From all apps list > Long press on Chrome > Select "new incognito tab".
4. Bring down the notification panel > Tap on "close all incognito tabs" and observe.

What is the expected result?
Closing the tab should dismiss the notification as well.

What happens instead?
After closing, incognito icon still appearing as notification until refreshing the notification panel again.

Chrome versions tested:
60.0.3072.0, 67.0.3396.87(Stable), 69.0.3480.2(Canary)

OS:
Android 9.0

Android Devices:
Pixel (PD1A.180702.001 user build)

This seems to be a Non-Regression issue as same behavior is seen since M-60. Leaving the issue as Untriaged for further input's on this issue.
