Mouse scroll gets disabled, either scroll to top or bottom, depend on the page condition

Issue description
Chrome Version : 67.0.3396.99
OS Version: 10.0
URLs (if applicable) : Any web page which scrollable vertically
Other browsers tested:

What steps will reproduce the problem?
1. In the process of page scrolling
2. Scroll until end of the page
3.
What is the expected result?
Mouse scroll no function for the step 1, and mouse cannot scroll top for step 2
What happens instead of that?
Please provide any additional information below. Attach a screenshot if
possible.
I have try to using mouse 3 to make it draggable, after that i cancel it, my scroll will enable back. I also try to refresh the page, problem will fix too.
It like appear very unstable, now i still cant figure out what happen trigger the issue, i only have 2 plugin which is adblock plus and last pass, i checked the developer tool console(F12) also didn't get any error (I am front end dev).
When this problem appear, i still can drag the vertical scroll bar to doing the scroll function on the page.
I have 2 PC, which is Windows 7 and Windows 10, both using latest Chrome version, both have same problem.

ricson5499@ Thanks for the issue. Tested this issue on Windows 10 and Mac OS 10.13.3 on the reported version 67.0.3396.99 and the latest Canary 69.0.3483.0 and unable to reproduce the issue by following the below steps. 1. Launched Chrome and navigated to webpages which can be scrolled vertically. 2. Could scroll smoothly and no issues were observed. Attached is the screen cast for reference. Request you to retry the issue on a new chrome profile without any flags/extensions and update the thread with the observations. Thanks...

I am not sure is it my adblock plus extension effected the web page, coz tat is the only extension i have, but after i switch off the #smooth-scrolling function, it really fixed my problem. It doesn't looks like the error can reproduce on each time. it will appear randomly. Anyway thanks for the reply.

Unable to reproduce the issue on chrome reported version# 67.0.3396.99 using Windows-10 with steps mentioned below: 1. Launched Chrome reported version disabled the #Smooth-scrolling flag in chrome://flags 2) Naviagted to web page which can be scrolled vertically, able to scroll the page without any issues Note: Tested the issue by enabling and disabling the #Smooth-scrolling flag, didn't observed any issue while scrolling the page. @Reporter: Please find the attached screen cast for your reference. As this issue is unable to reproduce from TE end, hence requesting someone from Blink>Scroll team have a look at this issue. Thanks!
