White bar is displayed across NTP after navigating to about://newtab?

App Version: 69.0.3480.0 Canary
iOS Version: 10.3.3, 11.4.1 beta 5
Devices: iPhone 7 Plus, iPhone X (iPhones Only)

Steps to reproduce:
1. Launch iOS Chrome
2. Navigate to about://newtab?

Observed results:
White bar is displayed across NTP

Expected results:
White bar should not be displayed
Should display correct entries in forward history popup
Number of times you were able to reproduce: 5/5
Bug reproducible after clean install: Yes
Bug reproducible after clearing cache and cookies: Yes
Bug reproducible on Chrome Mobile on Android: NA
Bug reproducible on Safari/Firefox: Firefox: No, Safari: No
Bug reproducible on the current stable build :M67, No
Bug reproducible on the current beta channel build :M68, No

Type-bug-regression? Yes
