New version of Chrome OS breaks HDMI encoding for external monitors.

Issue description

Chrome Version: devsathe@ to confirm
Chrome OS Version: 69.0.3473.0
Chrome OS Platform: Pixelbook
Network info: N/A

Please specify Cr-* of the system to which this bug/feature applies (add
the label below).
- Added Internals > GPU > Video

Steps To Reproduce:
- Connect newly updated device to external screen via HDMI

Expected Result:
- Rich colour with correct contrast

Actual Result:
- Screen is washed out

How frequently does this problem reproduce?
- Always

What is the impact to the user, and is there a workaround? If so, what is
it?
- DVI connections/encoding work as expected.

Please provide any additional information below. Attach a screen shot or
log if possible.
