settings bluetooth,and a11y (except chromevox) 
tested with accessibility settings and bluetooth
Works as expected with screen brightness, wifi and volume.
Logging in as guest also works correctly (with bluetooth and a11y).

What steps will reproduce the problem?


(1) start on login/ lock screen
(2) open system tray on bottom right corner by clicking on clock
(3) change a preference (bluetooth, or a11y)
(4) sign in, and note that setting is not reflected.

What is the expected result?
settings changed from lock screen should still be persisted after signing in

What happens instead?
changed settings are not reflected after logging in
