Created a revert CL. https://chromium-review.googlesource.com/c/chromium/src/+/1125480 It's now running in the bots. https://ci.chromium.org/p/chromium/builders/luci.chromium.ci/Linux%20Tests%20%28dbg%29%281%29%2832%29/51121
The test passed. Let me assign this to the author of the original CL.

This seems to still be flaky? I got this on https://ci.chromium.org/p/chromium/builders/luci.chromium.try/win10_chromium_x64_rel_ng/46620
Yes, it looks like it started being flaky again, though possibly for different reasons, starting yesterday afternoon (9-Jul, roughly around r573374 - 573479, not an obvious regression window. Disabling the test altogether, across all platforms.
The following revision refers to this bug: https://chromium.googlesource.com/chromium/src.git/+/8fd3114ea6bc6d647615732aafca4e2d1d00ca0c commit 8fd3114ea6bc6d647615732aafca4e2d1d00ca0c Author: Dirk Pranke <dpranke@chromium.org> Date: Tue Jul 10 22:18:40 2018 Disable flaky HeadlessProtocolBrowserTest.VirtualTimeErrorLoop. It looks like the test started becoming flaky across most platforms yesterday afternoon (9-Jul, somewhere between r573370..r573480, though there's not an obvious regression window).
