Settings: "Confirm sync settings to start sync" not working. |

Issue descriptionI am stuck in a weird state in Settings. I am logged in, but I can't access the advanced sync settings. See sceencast for more info. Not sure what is going wrong, but Settings seems to be opening a subpage and closing it automatically before I have any chance to interact with it.

It seems this is a combination of material UI + Dice M2. Not sure we really tested this combination, so that may be one possible cause. I guess we have to support it though?

Also the user is stub-user@example.com What is this account and how is it configured?

I am not sure how stub-user@example.com accounts work, but here is how I got into this state (perhaps this is invalid, and nothing needs to be done): 1) Launch ChromeOS on linux with a new profile like --user-data-dir=/tmp/foo. This is what creates the stub-user profile. 2) Close ChromeOS 3) Launch Linux (desktop) build with the same profile. 4) Try to enter the sync page. Attaching screenshots requested at #1. Also note that the code that triggers the navigation back to the top level page seems to be at [1].
