+shihuis@ - I think one potential path forward here is the new app management surface under initial development for Chrome OS. I think it would be ideal if it could scale down to only have PWAs on non-Chrome OS, and scale up to include all apps on Chrome OS.

Update: our high level proposal (which involves replacing chrome://apps with a new app management page) has been approved by Chrome OS UI review. See https://docs.google.com/presentation/d/1V1hQRci83xQ77E60OP35Y_Gj35MWwRWaDcP-inCnrYo/edit#slide=id.g4214353c49_0_491 (internal only). Should we schedule some time to discuss the appropriate path forward here?

Update: we have high-level agreement across CrOS Eng + PM and Chrome Browser Eng + PM for revamping chrome://apps into an app management surface. This would replace the existing chrome://apps page, remove the launching functionality, and be an app- and platform-agnostic unified surface for consistent app management. Shifting ownership of this to me and retitling as appropriate. We'll use this as the banner bug for this work, and split off smaller ones as necessary.
