Onblur, truncated text inside input jumps to beginning of string instead of staying at cursor location

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.99 Safari/537.36 Example URL: https://codepen.io/anon/pen/ERJmNr Steps to reproduce the problem: 1. Go to url (long test inside input) 2. Click inside input 3. Hit right arrow until cursor is at end of text (test will be truncated to the left) 4. Hit tab (remove focus) and displayed text returns to original position (left most items displayed) What is the expected behavior? Displayed text stays at cursor location What went wrong? Displayed text goes back to beginning of string Does it occur on multiple sites: Yes Is it a problem with a plugin? No Did this work before? N/A Does this work in other browsers? Yes Chrome version: 67.0.3396.99 Channel: stable OS Version: 10.0 Flash Version: This is the same behavior if you type into an input and then blur. Firefox and Edge keep text position (what text is shown) at the position it was at right before the blur event.

micahgodbolt@ Thanks for the issue. Able to reproduce this issue on Windows 10, Mac OS 10.13.5 and Ubuntu 17.10 on the reported version 67.0.3396.99 and the latest Canary 69.0.3485 as per the original comment. Attached is the screen cast for reference. This is a Non-Regression issue as this behavior is observed from M-60 chrome builds. Hence marking this as Untriaged for further updates from Dev. Thanks..
